Phil joined Douglas Development in 2015 to spearhead project pursuit, entitlement, design, and delivery of development projects. He quickly found success leading both new construction and historic rehabilitations. Phil manages a diverse group of consultants, contractors, clients, and stakeholders.Before Douglas Development, Phil spent nine years at Clark Construction Group, where he led the construction of iconic buildings in the DC Metro Area, including “Rosslyn Central Place” and “The Darcy.”Phil holds a Master’s Degree in Real Estate Finance and Development from Georgetown University.
